I decided to take a couple of minutes to figure out where the various USL1 teams stood in terms of “points per game”, or a weighted score. To me, this produces a much clearer picture of how strong each of the teams is. I suppose you could go even further and make the “points per game” a weighted moving average, maybe next week.

You seem to have not quite grasped the math involved in the system here. The .833 ppg of the Thunder is greater than the .75 ppg of the Sounders. So, the Minnesota Thunder are in 10th place in the weighted rankings while the Seattle Sounders are in 11th.
Doh! Thanks for pointing that out. Properly counting to one should be within my rather humble set of math skills.
